counsel的基本意思是“忠告,勸告”,指以官方或權(quán)威的地位針對(duì)有一定重要性的問(wèn)題提出鄭重的勸告或建議。引申則表示“辯護(hù)律師,法律顧問(wèn)”,指可以為委托人出庭辯護(hù)的律師,是可數(shù)名詞,單復(fù)數(shù)形式相同。
